On August 29, 2017, detectives with the Lincoln County Sheriff’s Office began investigating the criminal complaint of child abuse along the 600 block of Linn’s Mill Road, in Lincoln County.

According to investigators, sometime in August, 29-year-old Andrew Joseph Sumner, of Lincoln County, spanked a female victim under the age of three-years old until she vomited. According to a witness during the incident, Sumner held the victim over the toilet and would not stop spanking her until she stopped crying.

Sumner is charged with felony Abuse or Neglect of a Child and is currently held in the Lincoln County Jail under a $50,000 cash only bond. According to court paperwork, Sumner cannot have contact with the victim or her family and no unsupervised visits with anyone under the age of 18. Other conditions of bond may apply.
