In early May, deputies responded to the 200 block of Lakeview Drive, in Lincoln County, for a fraud report.  According to the victim, her debit card was used at Wal-Mart and other businesses in Lincoln County, St. Peters and St. Charles without her permission.

Investigators responded to Wal-Mart, in Troy, and obtained surveillance video of the transactions.  Detectives observed 31-year-old Charles Harrell and 32-year-old Amanda Cassels, both of Elsberry, use the victim’s debit card to complete a transaction.  The receipt was signed with the name, Amanda.

Detectives tracked down and took Harrell and Cassels into custody.  During separate interviews, both admitted to fraudulently using the debit card.

The investigation is ongoing and detectives expect additional charges in this case.  It is unclear how Harrell and Cassels ended up with the victim’s debit card.

Prosecutors charged both Harrell and Cassels with Receiving Stolen Property and both are currently housed in the Lincoln County Jail.  Honorable Judge Gregory Allsberry set bond for both at $5,000 cash.  Other conditions of bond may apply.
