STING LEADS TO THE ARREST OF SEVEN SEX OFFENDERS

The Sheriff’s Office Sex Offender Compliance Unit along with the U.S. Marshal’s Office arrested seven sex offenders for failing to comply with Missouri State registration requirements in Lincoln County.  In addition, the Sheriff’s Office arrested a Franklin County man for a Felony Child Molestation warrant.

Failure to Register as a Sex Offender criminal offenses include:

29-year-old Andrew Ryan, of the 500 block of Pendrod Road, in Lincoln County, who was convicted in October 2009 for felony Deviate Sexual Assault of a 13 year-old female. Ryan failed to register with the Sheriff’s Office within three-days of being release from incarceration and is currently housed in the Lincoln County Jail on a $10,000.00 cash only bond.  Other conditions of bond may apply.

41-year-old Steven Kappauff, of the first block of Claude Lane, in Winfield, who was convicted in May 1995 of Sexual Assault of a 16 year-old female.  Kappauff failed to register on his 90-day registration date and is charged with Failure to Register as a Sex Offender. He is currently housed in the Lincoln County Jail on a $10,000.00 cash only bond.  Other conditions of bond may apply.

26-year-old Lonnell Davis, of the 100 block of Bobs Lane, in Troy, who was convicted in April 2013 for misdemeanor Sexual Misconduct of a 17 female. Davis failed to register on his 90-day registration date is charged with Failure to Register as a Sex Offender and is currently housed in the Lincoln County Sheriff’s Office on a $10,000.00 cash only bond.  Other conditions of bond may apply.

59-year-old Kenneth Pearl, of the 700 block of Brownsmill Road, in Lincoln County, who was convicted in March 2011 for Second Degree Statutory Rape of a 16-year-old female.  Pearl failed to register his new residential address within three-days of moving.  Pearl is charged with Failure to Register as a Sex Offender and is currently housed in the Lincoln County Jail under a $5,000.00 cash only bond.  Other conditions of bond may apply.

46-year-old James Sawyer, of the 100 block of Moody Lane, in Foley, who was convicted in January 2000 for First Degree Child Molestation of a 4-year-old female.  Sawyer failed to register on his 90-day registration date. Sawyer is charged with Failure to Register as a Sex Offender and bonded out under a $2,500 cash or 10% surety bond.  Other conditions of bond may apply.

67-year-old Donald Cooley, of the 600 block of Fairview Church Road, in Hawk Point, who was convicted in May 2007 for felony Sexual Assault of a 52 year-old female.  Cooley failed to register his online identifiers for two Facebook Accounts.  Cooley is charged with Failure to Register as a Sex Offender and is currently housed in the Lincoln County Jail under a $5,000.00 cash only bond.  Other conditions of bond may apply.

47-year-old Stacy Johnson, of the 400 block of Addison Street, in Foley, who was convicted in February 1994 of felony Forcible Rape of a 17-year-old female.  Johnson failed to register with the Sheriff’s Office within three-days of being release from incarceration. Johnson is charged with Failure to Register as a Sex Offender and is currently housed in the Lincoln County Jail under a $10,000.00 cash only bond.  Other conditions of bond may apply.

Investigators also arrested an 18-yearold Franklin County man who had an active warrant for felony First Degree Child Molestation.
