Foley Man Chokes Woman And Handcuffs Her To Vehicle

During the late night hours of Friday, September 6, 2013, deputies responded to the 100 block of Wild Horse Drive, in Foley, to find a woman handcuffed to a steering wheel.

The victim told deputies she was involved in a verbal domestic with the suspect, 32 year old Tracy Lynn Muse, of Foley, on the way to his residence in Foley. The victim said Muse became increasingly angry and threw her cellular phone out the window while driving.

Muse grabbed the victim by the throat and slammed her head into the vehicle’s console while the vehicle was in motion.

Muse continued to assault the victim after arriving at the residence and later handcuffed her to the steering wheel. Muse then removed the starter fuse from the vehicle to keep the victim from leaving and took the keys.

A concerned citizen called 911 and Muse fled the residence in a separate vehicle.

Deputies later arrested Muse in Troy and charged him with Felony Domestic Assault and False Imprisonment. Muse is currently housed at the Lincoln County Jail under a $25,000 cash only bond.
