LINCOLN COUNTY SEX OFFENDER ARRESTED SECOND TIME FOR FAILURE TO REGISTER

During a home compliance check on January 26, 2016, sex offender compliance detectives with the Lincoln County Sheriff’s Office learned 46-year old Louis Edward Combs Jr., provided a living address along the 300 block of Marble Street, in Troy, MO, which he falsely represented as his living location.

Combs learned the Sheriff’s Office acquired an arrest warrant for Failure to Register and he turned himself in. Combs was sentenced to three-years in Missouri Department of Corrections and received a Suspended Execution of Sentence and was placed on supervised probation for a period of five-years.

During a second compliance check on September 12, 2016, detectives learned Combs provided a second false living location and he failed to register his employment. Combs listed his employment with the Sheriff’s Office as “unemployed.”

In 2004, Louis Combs was charged in the State of Oklahoma for First Degree Rape, Forcible Oral Sodomy and First Degree Rape through the use of instrumentation of a nine-year old female; however, Oklahoma prosecutors accepted a plea and amended the charges to Assault with Intent to Commit a Felony.

Because of the nature of Combs crime in Oklahoma, he is required to register in Missouri.

Louis Combs probation was revoked and he is currently housed in the Lincoln County Jail under a $10,000 cash only bond. Other conditions of bond.
